DOST has three (3) sectoral planning councils responsible for: (a) formulating policies, plans, programs, projects and strategies for S&T development; (b) programming and allocating funds; (c) monitoring of research and development projects; and for generating external funds. |

Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD) PCAARRD was created from the consolidation of PCARRD with PCAMRD. This consolidation became effective on June 22, 2011 and was aimed at improving the efficiency of government service and optimizing the use of scarce government resources. The creation of PCAARRD will strengthen the development of research and development (R&D) in the agriculture, forestry, aquatic, and natural resources sectors, as well as optimize human and physical resources to develop these sectors. |

Philippine Council for Health Research and Development (PCHRD) PCHRD is the lead council that creates and sustains an enabling environment for health research in the country. |

Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD) The PCIEERD is mandated to serve as the central agency in the development of policies, plans and programs as well as in the implementation of strategies in the industry, energy, and emerging technology sectors. |
