To further improve its procurement system and strengthen its capacity to provide the highest standard of service to its customers, the DOST-Forest Products Research and Development Institute (DOST-FPRDI) recently conducted a five-day seminar on the Government Procurement Reform Act for 42 of its employees.
The following topics were discussed: Procurement 101, Efficient Procurement Measures, Procurement Planning and Budget Linkage, Standard Bidding Procedures, Preparation of the 6th edition of Philippine Bidding Documents, and Alternative Modes of Procurement. Trainers came from the University of the Philippines Los Banos, Department of Interior and Local Government and Department of Budget and Management, among others.
According to Dr. Dwight A. Eusebio, the Institute’s Bids and Awards Committee (BAC) Chairperson, “It is important to train concerned staff on the Government Procurement Reform Act for them to acquire relevant knowledge and skills, especially during this COVID-19 pandemic when public offices are required to expedite the procurement process.”
The Government Procurement Reform Act is governed by five principles: transparency, competitiveness, streamlining, accountability, and public monitoring.
